Answer:
Sara Winge (a VP at O’Reilly) jokingly wanted to host a “Foo Bar” – a bar for Friends Of O’Reilly. This eventually morphed into the creation of Foo Camp (Friends Of O’Reilly camp), an annual-ish conference. Eventually, a Foo Bar was actually hosted at one of the Foo camps.

The event started as a joke between Tim O’Reilly and Sara Winge, O’Reilly’s VP of Corporate Communications. Sara had always wanted to run a foo bar, an open bar for Friends of O’Reilly, at one of O’Reilly’s conferences. That joke morphed into a brainstorm after the dot com bust left O’Reilly with lots of unused office space in its new buildings, creating the opportunity for Foo Camp. There was eventually a Foo Bar at the camp.

As the story goes, someone was joking that O’Reilly should have a literal “Foo Bar” and invite movers and shakers in technology over for some drinks. Thus FOO Camp was born, FOO later becoming a backronym for “friends of O’Reilly.”
