Oops, left out what led to the incident: Occupy Davis protesters. Students at UC Davis were occupying the quad. Officer Pike of the UC Davis campus police was named as a cop who pepper sprayed students, who seemed to be doing nothing but sitting there. This of course led to wide spread outrage and the Pepper Spray cop mem mocking Officer Pike at UCD for pepper spraying students.
