This was first proposed by (1), used around the earth by (2), used in interplanetary travel by (3), and still remains in use by (4). What?

Answer:
The Gravitational Slingshot, or Gravity Assist. Developed by Michael Minovitch. Used by Luna 3, Mariner 10, and now most recently by MESSENGER (which _just_ inserted itself into orbit around Mercury!)

Points assigned by AutoRaja. Review by lazy humans pending.

The 2 things that impress me the most with our human efforts in space, so far, are “delta-v and electrical/power budgets”.

Michael Minovitch who mathematically demonstrated that gravitational slingshots can help reduce fuel consumption in propelling spacecraft. Such slingshots are used in Luna, Mariner and Messenger spacecrafts. Its use in Luna precedes Minovitch’s work and so the technique seems to have been used for a while before it was completely understood.
