Answer:
An artist called Richard Box created this installation, simply called FIELD. It’s just a grid of tubelights planted in the ground under some high-tension powerlines. The tubes pick up ambient electricity and start glowing, creating this eerie effect.

In the installation, 1301 fluorescent bulbs planted in an English farm are powered entirely by electrical fields generated by the power lines that float in curves over the top of this field.
