Welp, turns out this question is unintentionally a guest question. Shrik thought some other question was this, and answered this to some other question. Although that wasn’t where we got the question from, he does get first credit. So Shrik get’s a GQHero badge !, that we’ll be pushing into the system shortly :-)

Answer:

The US DARPA’s “Network challenge”. DARPA released 10 red balloons at secret locations all over the USA. They asked teams to find out all ten locations (marked on the map) and send it to them, using whatever means they could. The team to do it the fastest was a team from MIT.

    DARPA wanted to figure out how fast and accurate internet info could be, so they released red balloons from secretly pre-decided locations and asked people to tweet locations where they were seen, then used the response times to get their results.
