This guy made it to the top of one of the most sought after lists. Some people say he is important while others say he just has a geek crowd following him. Who is he, what did he “win” and why has it been controversial?
btw, this guy maintains a very low profile otherwise and not too many people know his real name.

Answer:
He is ‘moot’, the founder of 4chan. He is indirectly responsible for many internet memes including lolcats and Rick Rolling.
For rest of the details, I will quote udupendra’s awesome answer.
moot, who set up the 4chan bb made it to the top position in Time magazine’s online poll for the most influential person in the world. The poll was of course gamed by 4chan fans, who not only put moot on topp but also gamed the next bunch of results as well to form an acrostic whose double entendre would be way beyond the grasp of the average Time magazine reader.
