This is the Free Speech Flag. The colours of the flag represent the leaked HD-DVD encryption key in hex codes.

This is used as a substitute for the hex no 09 F9 11 02 9D 74 E3 5B D8 41 56 C5 63 56 88 C0 which is one of the cryptographic keys for HD DVDs and Blu-ray Discs.
which is “A(sic) image created by/for anti-DMCA (etc.) activists that contains RGB values forming the forbidden number of the HD-DVD/Blu-Ray encryption key, but saved in JPG format which causes a one-bit error in several of the bytes. “
The hex codes of these colors +C0 represent the HD DVD encryption key that was mentioned in relation to the Streisand effect question ;)
The RGB encoding of each color gives 3 bytes of the 09 F9 HD-DVD key, with the 16th byte being C0 appended at the end.
